Baylor is a representative of The Ruler on Earth.

During the events of Commando Cody: Sky Marshal of the Universe, Season 1 Episode 4 Nightmare Typhoon played by Lyle Talbot

Commissioner Henderson contacts Baylor and asks for more time for Earth to come to a decision on surrender. Baylor then contacts The Ruler and tells him of Earth's request. The Ruler figures out that the Earth is stalling for time and gives them two days. Mason asks Baylor how they are going to find out what Commando Cody is up to. Baylor tells Mason to give Henderson his answer while he figures out a plan. Later, Baylor shows Mason a vok-a-sep-ter which can pick up conversations. He then tells Mason to give it to Old Chris to place at headquarters. Baylor and Mason listen in on Commando Cody's plan to spread the counter-gas causing the bombs to explode prematurely. Baylor then contacts The Ruler and tells him of Commando Cody's plan.

Baylor and Mason listen as a radio news presenter says that another explosion has struck, this time at a government atomic research building. Baylor calls Sanders and tells him his last blast was exactly on target. Baylor then calls The Ruler and tells him that M-7 Captain is waiting for his next target. The Ruler tells Baylor that the next target will be the arsenal and then he will give Earth his ultimatum. Mason complains that The Ruler is using them as guinea pigs. Baylor tells him the arsenal building isn't near them and gives Mason an antidote injection.

Baylor and Mason listen as the radio announcer says that food shortages are already happening. Baylor tells Mason that The Ruler's plan is working perfectly and soon there won't be anyone alive on Earth. Mason worries that they will die too, but Baylor assures him that The Ruler will rescue them. Baylor calls The Ruler and asks when a rocket will be sent to Earth to pick him and Mason up. The Ruler tells him that he will send a rocket as soon as the cosmic dust dissipates. Later, Baylor and Mason are forced to escape from Commando Cody.
