Deputy Joe Foster works for the Sheriff's department in Snomonton, Colorado. He has a crush on Marla.
During the events of Jack Frost (1997) played by Chip Heller
Deputy Foster along with Sam and Deputy Pullman investigate the murder of Old Man Harper. They find him dead in a rocking chair with his neck broken. Back at the sheriff's station, Foster asks Marla out on a date, but she only sprays him in the face with her hair spray. He finds both Jake Metzner and Sally Metzner dead when he was going to give them his condolences on the death of their son Billy Metzner. Foster goes to check on Anne Tiler when she goes to get blankets at her house and helps stop a leak in her faucet.
