Gary Leroy Franklin 2598 is a citizen of the Down Under town of Topeka. He is dating Quilla June Holmes.

When Quilla returns to Topeka she angrily tells Gary that Lou Craddock of the Committee has gone back on his promise to put her on the Committee. Gary tells her to not cause a scene and she agrees to act fake. After Quilla frees Vic, Gary, Ken and Richard help Vic get back his weapons. Gary and the other conspirators are then condemned to die by the Committee and Michael kills Gary, Ken and Richard one by one by strangling them.
