H.L. Phillips is a Major General in the United States Army.
During the events of Predator (1987) played by R.G. Armstrong
Dutch and his team arrive in a a Central American country and Dutch is briefed by General Phillips. He tells Dutch that a cabinet minister's helicopter went down in rebel territory and Dutch and his team are being sent to rescue him. When Dutch asks why his team was chosen, Dillon speaks up and tells him he recommended him. General Phillips then tells Dutch that Dillon will be joining Dutch's team. Later, General Phillips is on the rescue helicopter with Anna and Helicopter Pilot when they see a large explosion. They then pick Dutch up.
