Hazzard is the the magistrate of a British colony in the New World. His wife is Magistrate's Wife.
During the events of Black Sails: Season 3 Episode 1 XIX. played by Jonathan Taylor
Captain Flint breaks into Hazzard's home and tells Hazzard of the other magistrates he killed in revenge for capital sentences against pirates. Hazzard tells Flint that if he allowed his fear of Flint to control him from enacting the law, then civilization will die. Hazzard then tells Flint that unlike the other magistrates, he is honest, but Flint shoots him dead.
