Background
Harvey is a law enforcement officer for the state of Colorado.
During the events of Jack Frost (1997) played by Harley Zumbrum
Harvey along with Second Driver and Driver are transporting Jack Frost to his execution during a snowstorm. Jack Frost asks Harvey for a cigarette, but Harvey just blows smoke into his face. Jack Frost then kills Harvey and steals his cigarette.
