Background
Oats “Oatsie” is a former colonel in the United States Army and is currently in charge of the Alaskan Military School in Alaska.
During the events of Bill & Ted's Bogus Journey (1991) played by Chelcie Ross
Bill, Ted, Joanna, and Elizabeth go to Bill and Ted’s apartment for Joanna and Elizabeth’s birthday party and tell Captain Logan that they made it into the Battle of the Bands. Oats tells Ted that he always has a spot ready for Ted at his military school and then points at Bill, Elizabeth and Joanna and says he has spots for them too. Missy greets Oats and then kisses Captain Logan.
