David Simms is the sheriff for Antonio Bay, California.
During the events of The Fog (1980) played by John Vick
Sheriff Simms is listening to the police radio and the pay phones start ringing all over town. During the anniversary celebration, the Mayor gives a speech. Sheriff Simms tells Kathy Williams that the Coast Guard is still searching for Al Williams and Tommy Wallace. Kathy gives her speech and Stevie Wayne goes on the radio and asks Sheriff Simms to contact her. He calls her, but the phone lines are cut. The fog rolls over the Tri-County Power Co. Substation, and it malfunctions and the power goes out. Sheriff Simms tells the Mayor and Kathy that they should end the celebration early, but Kathy thinks they should continue.
