Hatcher is Chief of Detectives with the 14th Precinct in New York City.

When Thorn shows up for work, Hatcher chastises him for being late. Thorn offers to fix Hatcher's watch and Hatcher asks him how his cases are going. When Thorn doesn't have much information, Hatcher tells him he should get rid of Sol Roth and get a new Book. He then asks Thorn about the Simonson case and Thorn tells him he thinks Simonson was assassinated, before handing Hatcher back his watch and telling him he thinks it really is broken. Thorn calls Hatcher later and tells him he is being followed and Hatcher tells him he will have to come into work tomorrow. He hangs up the phone and tells Donovan, Thorn is a good cop. Donovan then stresses the importance of the police department working with Santini. Thorn goes into Hatcher's office and Hatcher tries to have him sign paperwork closing the Simonson case, but Thorn refuses. Sometime later, Thorn calls Hatcher and tells him he needs help. Hatcher goes to the church and finds Tab dead and Thorn bleeding. Thorn tells him he has to tell the Exchange that the algae are dying and Soylent Green is made from people.
